Making the AF work for the most vulnerable people

In September 2008, the 3rd meeting of the Adaptation Fund Board took place in Bonn. This paper is a first discussion input by Germanwatch and Bread for the World which assesses potential approaches how to address the most vulnerable in the work of the Adaptation Fund. It builds on the results of an analysis which shows that so far most developing countries have not paid much attention to identifying and addressing the most vulnerable communities in documents they have prepared for the UNFCCC process, such as Initial National Communications, National Adaptation Programmes of Action or Technology Needs Assessments.
